Press Conference

At a press conference, the Republic Electoral Commission announced the provisional results of the repeat vote conducted at 14 polling stations. The REC will announce the final results after 100% of the electoral material has been processed i.e. once the votes from polling station 22 in New Belgrade have been counted. The Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic said that the results from polling station 22 in New Belgrade would not affect these results or the distribution of terms of office, according to which the electoral lists won the following number of terms of office:

The Chairperson of the Republic Electoral Commission Prof. Dr Dejan Djurdjevic said that despite the slew of disinformation about irregularities with which the participants of the political race bombarded the public, until the expiry of the deadline for complaints, 8 pm, only two complaints had been lodged by one party. Both were lodged by the Serbian Progressive Party against polling station 24 in Vranje and 57 in Jagodina. Therefore he believes that undue pressure had been exerted on the Republic Electoral Commission on the night of the elections through unfounded allegations of election fraud.

The regularity of the elections is supported by the Report on preliminary findings and conclusions compiled by the OSCE Office for Democratic Institutions and Human Rights and the Parliamentary Assembly of the Council of Europe, which states that the Republic Electoral Commission had conducted the election process efficiently and in line with the law and that by announcing the results in the early hours of the morning it had contributed to the transparency of the process, said Djurdjevic.

Djurdjevic said that the Republic Electoral Commission had received two official complaints from polling stations 24 in Vranje and 57 in Jagodina. Due to noted irregularities the voting at these polling stations will be annulled and repeated. The REC Chairperson stressed that the deadline for complaints expires tonight at 8 o’clock. He also said that, after receiving official complaints, the Republic Electoral Commission will allow insight into the electoral material at the National Assembly in the presence of members of the Parliamentary Service.

The press conference was attended by representatives of the coalition Dveri-DSS who has submitted a request for insight into the electoral material and thanked the members of the Republic Electoral Commission for their understanding and openness to cooperation. They objected to the fact that the members of the REC expanded composition were not able to attend the vote count on the territory of Kosovo-Metohija, in Vranje and Raska, which Djurdjevic justified by the lack of spatial capacity to accommodate so many interested parties.

REC Chairperson Prof. Dr Dejan Djurdjevic restated that the REC announces results based on the percentage of polling stations processed, not on a statistical sample, and the Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic again explained the procedure of data input and processing.

The press conference was attended by representatives of several electoral lists that took part in the parliamentary elections, who had questions for the REC Chairperson and the Director of the Republic Statistical Office.

The REC will hold the next press conference at 4 am.

The REC Chairperson said that the data is processed based on the received minutes from the polling stations, not based on a representative sample.

The Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic explained the procedure of processing the electorate and data input, stressing that the processing takes longer than that done by agencies because of the double input of data from the polling boards’ minutes.

Finally, the REC Chairperson asked the press to follow the information on the percentage of polling stations processed and the results achieved by the electoral lists in real time on the REC screen, and the REC will hold the next press conference in the course of the day.

Fourth Regular Press Conference

At the fourth regular press conference, held at 7 pm, the Republic Electoral Commission announced the voter turnout as recorded by 6 pm.

According to the results, 47.68% of the total number of voters on the territory of the Republic of Serbia had turned out and voted by 6 pm.

The Chairperson of the Republic Electoral Commission Prof. Dr Dejan Djurdjevic said that there have not been any major irregularities at the polling stations, except for polling station 24 in Vranje and polling station 57 in Jagodina where an intoxicated polling board member had broken two ballot boxes, and added that said polling stations have been closed and the voting would be repeated there.

The Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic said that by 6 pm, 47.44% of citizens had voted in central Serbia, 47.14% in Belgrade, and 48.34% in Vojvodina. He added that compared with the 2014 elections voter turnout has risen considerably seeing how those elections record a 45.47% turnout by 6 pm. Djurdjevic said that the preliminary results will be announced once 30% of the polling stations have been processed and will be ready for the next press conference.

The Republic Electoral Commission will have the next regular press conference between 10 and 11 pm.

Third Regular Press Conference

At the third regular press conference, held at 3 pm, the Republic Electoral Commission announced the voter turnout as recorded by 2 pm.

According to the results, 28.89% of the total number of voters recorded on the electoral roll on the territory of the Republic of Serbia had turned out and voted by 2 pm.

The Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic said that by 2 pm, 28.96% of citizens had voted in central Serbia, 28.69% in Vojvodina, and 28.49% in Belgrade. According to Kovacevic compared to the 2014 elections voter turnout has risen somewhat, seeing how those elections recorded a 28.37% voter turnout by 2 pm.

The next regular press conference of the Republic Electoral Commission was announced for 7 pm.

Second Regular Press Conference

The Republic Electoral Commission held its second regular press conference on 24 April, at 11 am.

The Chairperson of the Republic Electoral Commission Prof. Dr Dejan Djurdjevic said that there has been plenty disinformation going around about alleged irregularities concerning the elections. He said that the REC has one or two coordinators for each district who are in the field and in constant contact and so far just one irregularity has been noted. Namely, at polling station 24 in Vranje the members of the polling board caught a voter attempting to switch the existing ballots with already filled ones behind the screen. The members of the polling board said that the attempt of election fraud was perpetrated by United Serbia activists. The polling station has been closed and the vote will be annulled and repeated.

The Director of the Republic Statistical Office Prof. Dr Miladin Kovacevic said that by 10 am, 8.85% of citizens on the territory of the Republic of Serbia have voted, 8.50% in central Serbia, 8.34% in Belgrade, and 9.82% in Vojvodina.

As reference, Kovacevic mentioned that in the 2014 elections voter turnout by 10 am was 9.06%.

The next regular press conference of the Republic Electoral Commission was announced for 3 pm.

First Regular Press Conference

The Republic Electoral Commission held its first regular press conference on 24 April 2016, at 9 am. The press conference was held by the Chairperson and the Secretary of the Republic Electoral Commission, Prof. Dr Dejan Djurdjevic and Srdjan Smiljanic respectively.

The Chairperson of the Republic Electoral Commission Prof. Dr Dejan Djurdjevic informed the attending that all 8,377 polling stations have been opened and there have been no officially noted problems in the voting process, also adding that 6,739,441 citizens are eligible to vote.

The REC Chairperson went on to remind the voters that they can vote only if they bring a valid ID, passport or driving licence containing their unique personal identification number to the polling station, and that it is not necessary to bring the notice containing the address and number of the polling station where they are to vote. Voters unable to come to the polling station, people with impaired mobility or hospitalised citizens, can vote if they inform the polling board by 11 am, and the polling board will send authorised persons in the course of the day to the address the citizens list as the place they are stationed. Voters with disabilities can come to the polling station with the help of a seeing-eye dog, and can also bring an assistant to help them exercise their right to vote.

Due to the time difference, the voting in Canada, USA and UK started yesterday at 1 pm our time. The voting was conducted with no irregularities, and the REC will announce the turnout data and results only after 8 pm, that is once the voting on the territory of the Republic of Serbia is completed.

The Chairperson of the Republic Electoral Commission reminded the attending that the Republic Electoral Commission will continue to keep the public informed on the course of the voting at regular press conferences and that the next one will be at 11 am.
