At the 90th session, held on 20 October 2018, the members of the Republic Electoral Commission adopted three conclusions demanding that the submitters of electoral lists for the direct elections for national minority council members called for 4 November 2018 eliminate the deficiencies noted on the electoral lists within 48 hours of the receipt of the conclusions.
The conclusions demanded that the group of voters “Roma for Serbia”, submitter of an electoral list for the direct elections for members of the National Council of the Roma National Minority submit the missing 329 legally sound voters' endorsements to the Republic Electoral Commission, that the Association “Albanian Forum for Economic Development in Serbia”, submitter of an electoral list for the direct elections for members of the National Council of the Albanian National Minority submit the missing 15 legally sound voters' endorsements to the Republic Electoral Commission, and that the group of voters For the Salvation of Roma, submitter of an electoral list for the direct elections for members of the National Council of the Roma National Minority submit the missing 200 legally sound voters' endorsements to the Republic Electoral Commission.
The Republic Electoral Commission went on to adopt the Decree proclaiming United Party of Roma - Jekutni Partija Romani, submitted on 19 October 2018 by the United Party of Roma - Jekutni Partija Romani for the direct elections for members of the National Council of the Roma National Minority called for 4 November 2018, containing 26 candidates and supported by a total of 796 legally sound voters' endorsements.
The Republic Electoral Commission also adopted the Decision amending and modifying the Decision on the establishment of number, composition and area of the Republic Electoral Commission working bodies for the conduct of the direct elections for national minority council members called for 4 November 2018, as well as the Decision amending and modifying the Decision on the appointment of Republic Electoral Commission Coordinator.
Deputy Secretary of the Republic Electoral Commission Branko Marinkovic informed the members of the Republic Electoral Commission that the Ministry of Public Administration and Local Self-Government had submitted the Document on the completion of the special voters’ register of national minorities containing 507,183 voters – 462,759 for the 18 national minorities electing their representatives in a direct election and 44,424 for the four national minorities, Macedonian, Croatian, Montenegrin and Russian, electing their representatives via an assembly of electors. The voters’ register also has 3,402 copies for 926 polling stations.
Marinkovic also informed the members of the Republic Electoral Commission that the submitter of Electoral List You Choose Your Own Future for the direct elections for members of the National Council of the Egyptian National Minority proposed an authorized person to oversee the work of the bodies administering the elections and the Organization for Fair Elections and Democracy had applied to oversee the work of the bodies conducting the elections for national minority council members.

At the 89th session, held on 19 October 2018, the Republic Electoral Commission adopted the Conclusion on the elimination of deficiencies on the Electoral List ROMA PARTY UNITY for the direct election of members of the National Council of the Roma National Minority called for 4 November 2018.
The members of the Republic Electoral Commission went on to adopt the Decree proclaiming Electoral List Czechs of Vojvodina, Belgrade and Sumadija – for All the Czechs of Serbia Češi z Vojvodiny, Bĕlehradu a Šumadie – pro Čechy celého Srbska, for the direct election of members of the National Council of the Czech National Minority called for 4 November 2018. The Electoral List was submitted by Association “Czech Beseda Belgrade”.

At the 88th session, held on 19 October 2018, the Republic Electoral Commission adopted the Conclusion on the elimination of deficiencies on the Electoral List League of Slovaks of Vojvodina Liga Slovákov Vojvodiny for the direct elections for members of the National Council of the Slovak National Minority called for 4 November 2018.
The members of the Republic Electoral Commission also adopted the decrees proclaiming the following electoral lists for the direct elections for national minority council members called for 4 November 2018:
The REC members went on to adopt the Decree amending and modifying the Decree on the establishment of polling stations for the direct elections of national minority council members called for 4 November 2018.

At the 87th session, held on 18 October 2018, the members of the Republic Electoral Commission adopted four decrees proclaiming the following electoral lists for the direct elections for national minority council members called for 4 November 2018:
The Republic Electoral Commission went on to adopt decrees rejecting as untimely the complaints lodged by the representative of the Roma Centre for Strategy, Development and Democracy and voter Milos Mihajlovic against the Decree proclaiming Electoral List ALLIANCE OF ROMA SOCIETIES OF THE REPUBLIC OF SERBIA “UNITED AND TOGETHER FOR A BETTER TOMORROW FOR THE ROMA”.
The members of the Republic Electoral Commission also adopted the Decision amending the Decision on the establishment of the Republic Electoral Commission working body for the Municipality of Presevo.
The Chairperson of the Republic Electoral Commission informed the members that the Republic Electoral Commission had received the ruling of the Administrative Court rejecting the complaint of the head of the Municipal Administration of the Municipality of Tutin lodged against the Republic Electoral Commission decree as untimely and lodged by an unauthorized entity.

At the 86th session, held on 17 October 2018, the members of the Republic Electoral Commission adopted four decrees proclaiming the following electoral lists for the direct elections for national minority council members called for 4 November 2018:
The Republic Electoral Commission went on to adopt the Conclusion demanding that the Association UKRAINIAN CULTURE AND ART SOCIETY “KALINA”, submitter of an electoral list for the direct elections for members of the National Council of the Ukrainian National Minority called for 4 November 2018, within 48 hours of the receipt of the Conclusion, eliminate the deficiency noted on the electoral list and submit the missing two legally sound voters' endorsements to the Republic Electoral Commission.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic informed the REC members that the group of voters “Unification of Bulgarians in Serbia//Съединение на българите в Сърбия” is withdrawing the Electoral List Unification of Bulgarians in Serbia/Съединение на българите в Сърбия submitted on 2 October 2018 for the direct elections for members of the National Council of the Bulgarian National Minority called for 4 November 2018 and proclaimed by REC Decree on 2 October 2018.

At the 83rd session, held on 15 October 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List KOLOMEYKA – Nikola Ljahovic, submitted by the Association Ukrainian Cultural Society “Kolomeyka” on 14 October 2018, for the direct elections for members of the National Council of the Ukrainian National Minority called for 4 November 2018. The Electoral List containing 13 candidates was supported by a total of 62 legally sound voters' endorsements.
The Republic Electoral Commission also adopted the Decree proclaiming Electoral List “Your People, Your Voice – Together for Ukrainians – Miroslav Hocak”, submitted by the UKRAINIAN-SERBIAN BUSINESS CHAMBER on 14 October 2018, for the direct elections for members of the National Council of the Ukrainian National Minority called for 4 November 2018. The Electoral List containing 14 candidates was supported by a total of 68 legally sound voters' endorsements.

At the 82nd session, held on 12 October 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List List of Free Candidates Лïстина шлɛбодних кандидатох for the direct elections for members of the National Council of the Ruthenian National Minority called for 4 November 2018. The Electoral List was submitted by the Association CULTURE AND ART SOCIETY “HARVEST” KUCURA.
The Republic Electoral Commission went on to rule on the complaint lodged by the City administration for genuine and delegated affairs of the City of Novi Pazar against the Decision on the establishment of the Republic Electoral Commission working body for the City of Novi Pazar and adopted a Decree rejecting is as lodged by an unauthorized entity.
The Republic Electoral Commission also ruled on the complaint lodged by the Head of the Municipal Administration of Tutin against the Decision on the establishment of the Republic Electoral Commission working body for the municipality of Tutin and adopted a Decree rejecting the complaint as untimely and lodged by an unauthorized entity.
The Republic Electoral Commission then ruled on the complaint lodged by the Municipal Administration of the municipality of Sjenica against the Decision on the establishment of the Republic Electoral Commission working body for the municipality of Sjenica and adopted a Decree rejecting the complaint as untimely and lodged by an unauthorized entity.
The REC members went on to adopt the Decree amending and modifying the Decree on the establishment of polling stations for the direct elections of national minority council members called for 4 November 2018.
The Republic Electoral Commission also adopted the Decision on the establishment of number, composition and area of the Republic Electoral Commission working bodies for the conduct of the direct elections for national minority council members called for 4 November 2018.
The REC members adopted the Decision amending the Decision on the establishment of the Republic Electoral Commission working body for the municipality of Negotin and amending the Decision on the establishment of the Republic Electoral Commission working body for the municipalities of Knjazevac and Sokobanja.
Under item any other business, the REC members noted that the direct elections for national minority council members called for 4 November 2018 would be monitored by Academic Initiative “Forum 10” as domestic observers and the submitter of Electoral List “SELF-DETERMINATION – Dr Sulejman Ugljanin” had authorized two representatives to supervise the work of the Republic Electoral Commission.

At the 81st session, held on 9 October 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List “GREEKS TOGETHER - EΛΛHNEΣ MAZI” – Petar Rodifcis-Nadj, submitted by the Association Serbian-Greek Friendship “Kantakuzina” for the Danube District, Smederevo, on 9 October 2018, for the direct elections for members of the National Council of the Greek National Minority called for 4 November 2018. The Electoral List containing 15 candidates was supported by a total of 62 legally sound voters' endorsements.
The Republic Electoral Commission went on to adopted the Decree proclaiming Electoral List ROMANIAN STRANGTH–TIHAN MATASAREVIC PUTEREA ROMȂNILOR-TIHAN MATASAREVICI submitted by Association Vlach Tradition and Culture “DANUBE” on 4 October 2018 for the direct elections for members of the National Council of the Romanian National Minority called for 4 November 2018. The submitter of the Electoral List had acted as demanded by the Conclusion of the Republic Electoral Commission of 5 October 2018 and eliminated the deficiency noted on the Electoral List by adjusting the provisions of the Statute of the Association to the name of the national minority the election of whose national council it had submitted the Electoral List for. The Electoral List containing 11 candidates is supported by a total of 232 legally sound voters' endorsements.
In the continuation of the session, Deputy Chairperson of the Republic Electoral Commission Zeljka Radeta submitted her report on her and REC member Marko Jankovic’s participation in the observation mission of the general elections in Bosnia and Herzegovina.

At the 80th session, held on 8 October 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List DEMOCRATIC PARTY – Dr sc NAGIP ARIFI PARTIA DEMOKRATIKE – Dr sc NAGIP ARIFI submitted by the Democratic Party - Partia Demokratike on 8 October 2018 for the direct elections of members of the National Council of the Albanian National Minority, called for 4 November 2018. The Electoral List containing 15 candidates was supported by a total of 385 legally sound voters' endorsements.
The members of the Republic Electoral Commission went on to adopt decisions on the establishment of Republic Electoral Commission working bodies for the conduct of the direct elections for national minority council members called for 4 November 2018, establishing 94 working bodies, 74 of which for areas with one local self-government unit and 20 for areas with several local self-government units.

The Electoral List containing 24 candidates was supported by a total of 643 legally sound voters' endorsements.
The members of the Republic Electoral Commission then adopted the Decree proclaiming Electoral List ALTERNATIVE FOR CHANGE (AFC) - SHQIPRIM ARIFI ALTERNATIVA PЁR NDRYSHIM (APN) – SHQIPRIM ARIFI, submitted by political party Alternative for Change - Alternativa pёr ndryshim on 4 October 2018 for the direct elections for members of the National Council of the Albanian National Minority, called for 4 November 2018, since the submitter of the Electoral List had acted as demanded by the Conclusion of the Republic Electoral Commission of 5 October 2018 and eliminated the deficiency noted on the Electoral List concerning the necessary number of legally sound voters' endorsements. The Electoral List containing 15 candidates is supported by a total of 367 legally sound voters' endorsements.
The members of the Republic Electoral Commission went on to adopt the Decree amending and modifying the Decree on the establishment of polling boards for the direct elections for national minority councils called for 4 November 2018, as well as the Decision amending the Decision on the establishment of number, composition and area of the Republic Electoral Commission working bodies for the conduct of the direct elections for national minority council members called for 4 November 2018.

At the 78th session, held on 5 October 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List “The Czech Community in Serbia”/“Česka komunita v Srbsku”, submitted by the group of voters “The Czech Community in Serbia” on 4 October 2018 for the direct elections for members of the National Council of the Czech National Minority, called for 4 November 2018. The Electoral List containing 15 candidates was supported by a total of 76 legally sound voters' endorsements.
The members of the Republic Electoral Commission went on to adopt the Conclusion demanding that Association Vlach Tradition and Culture “DANUBE”, submitter of an electoral list for the direct elections for members of the National Council of the Romanian National Minority called for 4 November 2018, within 48 hours of the receipt of the Conclusion, eliminate the deficiency noted on the electoral list by harmonizing the provisions of the Statute of the Association with the name of the national minority the election of whose national council it had submitted the electoral list for and submit proof of said harmonization to the Republic Electoral Commission.
The members of the Republic Electoral Commission then adopted the Decree proclaiming Electoral List ROMA DECISIVELY FOR SERBIA, submitted by the group of voters ROMA DECISIVELY FOR SERBIA on 2 October 2018 for the direct elections for members of the National Council of the Roma National Minority, called for 4 November 2018, since the submitter of the Electoral List had acted as demanded by the Conclusion of the Republic Electoral Commission of 2 October 2018 and eliminated the deficiency noted on the Electoral List concerning the necessary number of legally sound voters' endorsements. The Electoral List containing 20 candidates is supported by a total of 629 legally sound voters' endorsements.
And finally, the Republic Electoral Commission adopted the Conclusion demanding that the political party Alternative for Change - Alternativa pёr ndryshim, submitter of an electoral list for the direct elections for members of the National Council of the Albanian National Minority called for 4 November 2018, within 48 hours of the receipt of the Conclusion, eliminate the deficiency noted on the electoral list and submit the missing 12 legally sound voters' endorsements to the Republic Electoral Commission.

The Electoral List was submitted by the association “Czech Sermon Bela Crkva”.

At the 73rd session, held on 26 September 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List “VAKAT JE – Prof. Dr SAIT KACAPOR” for the direct elections for members of the National Council of the Bosniak National Minority, called for 4 November 2018. The Electoral List was submitted by group of voters “VAKAT JE”.
The members of the Republic Electoral Commission adopted the Decision on the allocation of MP’s term of office for the purpose of filling a vacant seat at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, on 24 September 2018, it had noted the termination of the term of office of MP Ivan Manojlovic on the day of his resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Aleksandra Jevtic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.

At the 72nd session, held on 24 September 2018, the members of the Republic Electoral Commission adopted the Decision on the establishment of number, composition and area of the Republic Electoral Commission working bodies for the conduct of the direct elections for national minority council members called for 4 November 2018. A total of 94 REC working bodies will be established to provide technical support in the organization and conduct of the direct elections.
The REC went on to adopt the Decree on the establishment of polling boards for the direct elections for national minority councils called for 4 November 2018. The Republic Electoral Commission designated 914 polling stations on the territory of the Republic of Serbia.
The Republic Electoral Commission also adopted the Decree proclaiming Electoral List “EGYPTIANS FOR PEACE, STABILITY AND PROSPERITY IN SERBIA AGIM AJRA” for the direct elections for members of the National Council of the Egyptian National Minority, called for 4 November 2018. The Electoral List containing 15 candidates was supported by a total of 82 legally sound voters' endorsements.
The members of the Republic Electoral Commission adopted the Decision on the appointment of Republic Electoral Commission Coordinator.
Under item “any other business” the REC members noted that CeSID would be following the direct elections for national minority councils called for 4 November 2018 as observer, while the Bosniak Heritage Society will do so as overseer.

The Electoral List was submitted by Association “Gergina” Negotin.

At the 63rd session, held on 29 August 2018, the members of the Republic Electoral Commission adopted the Decree proclaiming Electoral List SLOVAK HERITAGE SOCIETY IN SERBIA – LIBUSKA LAKATOS, MATICA SLOVENSKÁ V SRBSKU - LIBUŠKA LAKATOŠOVÁ, submitted on 29 August 2018 by the Association SLOVAK HERITAGE SOCIETY IN SERBIA for the direct elections for members of the National Council of the Slovak National Minority, called for 4 November 2018. The Electoral List containing 29 candidates was supported by a total of 650 legally sound voters' endorsements.
The Republic Electoral Commission also adopted the Decree proclaiming Electoral List “Romanian List – Dr Jon Omoran Lista Românească – Dr Jon Omoran“, submitted on 29 August 2018 by the group of voters Romanian List – Dr Jon Omoran” for the direct elections for members of the National Council of the Romanian National Minority, called for 4 November 2018. The Electoral List containing 23 candidates was supported by a total of 580 legally sound voters' endorsements.

At the session held on 28 August 2018, the Republic Electoral Commission adopted the Decree proclaiming Electoral List Being and Staying RUTHENIAN – OLENA PAPUGA – Буц и остац РУСНАК – ОЛЕНА ПАПУҐА, submitted on 28 August 2018 by the Association “RUTHENIAN LEAGUE” for the direct elections for members of the National Council of the Ruthenian National Minority, called for 4 November 2018.
The Electoral List containing seven candidates was supported by a total of 90 legally sound voters' endorsements.

21 August 2018
At the session held on 21 August, the Republic Electoral Commission passed the Decision on forms for the submission of electoral lists of candidates for national minority council members for the direct elections called for 4 November 2018, stipulating the title and layout of the form the authorized submitters of the electoral lists of candidates for national minority council members are to submit to the Republic Electoral Commission.
The Republic Electoral Commission also passed the Decision on forms for the performance of electoral activities in the direct elections for national minority council members called for 4 November.
The Republic Electoral Commission then proceeded to pass the Decision on forms for the submission of electoral lists of candidates for national minority council members in the elections via an assembly of electors, as well as the Decision on forms for the performance of electoral activities in the elections for national minority council members via an assembly of electors.
The REC members also passed the Operating Rules for the polling boards set up to conduct the direct elections for national minority council members with amendment and modification of articles 31, 40 and 48.
The Republic Electoral Commission also passed the Decision on the colour of the control card to test the integrity of the ballot box and the colour of the ballots for the direct elections, as well as the colour of the ballot for the election conducted via an assembly of electors.

At its 58th session, held on 19 July 2018, the Republic Electoral Commission adopted the Decision on the allocation of MP’s term of office for the purpose of filling a vacant seat at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, on 19 July 2018, it had noted the termination of the term of office of MP Meho Omerovic on the day of his resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Slavica Zivkovic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.
The Republic Electoral Commission went on to pass the Decision amending and modifying the Instructions for the conduct of the electoral assembly for the election of members of national minority councils.
The REC members also passed the Decision on the establishment of Republic Electoral Commission working bodies.
The REC members then proceeded to adopt the Decision on awarding the Contract for small value procurement RIK JNMB 1/18.

At its 57th session held on 11 July 2018, the Republic Electoral Commission passed the Decision amending and modifying the Instructions for the conduct of the direct elections for members of national minority councils.
The REC members also passed the Decision designating the printing house for the ballots and other electoral material for the conduct of the 2018 direct elections for members of national minority councils; Decision establishing the 2018 annual public procurement plan; Decision to launch public procurement procedure RIK JNMB 1/18 and the Decree establishing the Commission for public procurement RIK JNMB 1/18, as well as a number of Republic Electoral Commission financial decisions for the conduct of the 2018 direct elections for members of national minority councils.
The Republic Electoral Commission also passed the Decision on the transference of the electoral material of the presidential elections held on 2, 11 and 17 April 2017.

At the 56th session of the Republic Electoral Commission, held on 7 June 2018, REC Chairperson Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, on 6 June 2018, it had noted the termination of the term of office of MP Zeljko Susec on the day of his resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Zivan Djurisic elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.

At its 55th session, held on 17 April 2018, the Republic Electoral Commission adopted the Decision on the allocation of MP’s term of office for the purpose of filling vacant seats at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, on 11 and 16 April 2018, it had noted the termination of the term of office of MPs Milos Boskovic and Zoran Krasic, on the day of resignation and death, respectively.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MP’s term of office for the purpose of filling the vacant seats at the National Assembly to candidates Nada Kostic, elected from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC, and Zoran Despotovic, elected from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY.
The REC members also adopted the Decree on the allocation of a term of office of a National Council member for the purpose of filling the vacant seat at the National Council of the Roma National Minority to Negoslav Jovanovic, from the Electoral List “ROMA VOICE FOR EUROPE”, due to the termination of the term of office of National Council member Branislav Jovic.
The Commission went on to adopt the Report on the use and disposal of National Assembly operating funds in the part relating to expenditure planned and executed for the financing of the regular operation and electoral activities of the Republic Electoral Commission in the period January-December 2017.

At its 54th session, held on 6 March 2018, the Republic Electoral Commission adopted the Decision to allocate a of term of office of national minority council member to Hrvojka Stantic for the purpose of filling the seat at the National Council of the Croatian National Minority left vacant by the termination of the term of office of Andrej Spanovic.
The Republic Electoral Commission also adopted the Decree on the allocation of a term of office of national minority council member to Riza Fetahi from the Electoral List COALITION OF UNITED ALBANIANS KOALICIONI I SHQIPTARVE TE BASHKUAR for the purpose of filling the seat at the National Council of the Albanian National Minority left vacant by the termination of the term of office of National Council member Jonuz Musliu.
The Commission went on to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, on 6 March 2016, it had noted the termination of the term of office of MP Vesna Rakonjac on the day of her resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Sandra Bozic elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.
