103rd Session of the Republic Electoral Commission

At the 103rd session, held on 21 November 2018, the Republic Electoral Commission formulated the Report on the conducted election of national minority council members to be forwarded to the National Assembly and Ministry of Public Administration and Local Self-Government for briefing.

Deputy Secretary General Branko Marinkovic informed the members of the Republic Electoral Commission that the Basic Public Prosecutor’s Office in Nis had ruled that there was no grounds to file criminal charges against the acts described in the documents of the Republic Electoral Commission submitted to the Republic Public Prosecutor concerning the events at polling stations 26 in the city municipality of Palilula in Nis and 30 in the city municipality of Medijana in Nis, in the presidential election held on 2 April 2017.

102nd Session of the Republic Electoral Commission

At the 102nd session, held on 19 November 2018, the Republic Electoral Commission adopted decrees on the allocation of mandates to the members of the national councils of the Romanian and Czech national minority.

101st Session of the Republic Electoral Commission

At the 101st session, held on 19 November 2018, the Republic Electoral Commission ruled on two complaints lodged by Milan Furst against irregularities in the conduct of the repeat vote in the direct elections for members of the National Council of the Czech National Minority at polling station 1 in the municipality of Bela Crkva on 14 November 2018.

The first complaint stated that no control card was found in the ballot box, i.e. the minutes did not state whether the control card was found or not.

In view of the abovementioned the Commission demanded direct insight into the bag containing the electoral material after which it was ascertained that the control card was in it so the Commission adopted a Decree rejecting the complaint as unfounded.

The Commission then ruled on voter Milan Furst’s second complaint and rejected that one as well.

100th Session of the Republic Electoral Commission

At the 100th session, held on 16 November 2018, the Republic Electoral Commission ruled on the complaint lodged by Ismail Catic of an irregularity noted in the conduct of the direct elections for members of the National Council of the Bosniak National Minority on 4 November 2018 at polling station 19 in the municipality of Prijepolje. The Commission members rejected the complaint as lodged by an unauthorized person.

The Commission went on to adopt the reports on the total results of the elections for members of the Romanian and Czech national minority councils held on 4 and 14 November 2018.

For the National Council of the Romanian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “Romanian List – Dr Jon Omoran Lista Românească – Dr Jon Omoran“ – 5,310 votes or 13 mandates,
  2. Electoral List ROMANIAN STRANGTH–TIHAN MATASAREVIC PUTEREA ROMȂNILOR-TIHAN MATASAREVICI - 439 votes or 1 mandate,
  3. Electoral List HONOUR AND DIGNITY! FOR ROMANIANS – Daniel Petrovic CINSTE ȘI DEMNITATE! PENTRU ROMÂNI – Daniel Petrovici – 2,603 of votes or 6 mandates, and
  4. Electoral List Romanian Brotherhood – Frația românească – 1,339 votes or 3 mandates.

For the National Council of the Czech National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List Czech Future – Davorin Skornjicka - 254 votes or 4 mandates,
  2. Electoral List “The Czech Community in Serbia”/“Česka komunita v Srbsku” - 476 votes or 9 mandates, and
  3. Electoral List Czechs of Vojvodina, Belgrade and Sumadija – for All the Czechs of Serbia Češi z Vojvodiny, Bĕlehradu a Šumadie – pro Čechy celého Srbska - 128 votes or 2 mandates.

99th Session of the Republic Electoral Commission

At the 99th session, held on 9 November 2018, the Republic Electoral Commission adopted decrees on the establishment of polling boards for the repeat vote of the direct elections for members of the Czech and Romanian national minority councils on 14 November 2018.

The members of the Republic Electoral Commission went on to pass decrees on the allocation of mandates to the members of the national councils of the Albanian, Ashkali, Bosniak, Bulgarian, Bunjevac, Vlach, Greek, Egyptian, Hungarian, German, Polish, Roma, Ruthenian, Slovak, Slovenian and Ukrainian national minority.

98th Session of the Republic Electoral Commission

At the 98th session, held on 8 November 2018, the Republic Electoral Commission ascertained the reports on the total results of the elections for the national minority council members of the Albanian, Ashkali, Bosniak, Bulgarian, Bunjevac, Vlach, Greek, Egyptian, Hungarian, German, Polish, Roma, Ruthenian, Slovak, Slovenian and Ukrainian national minority held on 4 November 2018.

For the National Council of the Albanian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List ALTERNATIVE FOR CHANGE (AFC) - SHQIPRIM ARIFI ALTERNATIVA PЁR NDRYSHIM (APN) – SHQIPRIM ARIFI – 3,723 votes or 4 mandates,
  2. Electoral List DEMOCRATIC PARTY – Dr sc NAGIP ARIFI PARTIA DEMOKRATIKE – Dr sc NAGIP ARIFI – 2,358 votes or 2 mandates,
  3. Electoral List PARTY FOR DEMOCRATIC ACTION – SHAIP KAMBERI PARTIA PËR VEPRIM DEMOKRATIK – SHAIP KAMBERI – 4,719 votes or 6 mandates,
  4. Electoral List Sami Salihu – Movement for Reform / Sami Salihu – Lëvizja për Reforma – 1,223 votes or 1 mandate,
  5. Electoral List DEMOCRATIC PARTY OF ALBANIANS – Dr sci. RAGMI MUSTAFA PARTIA DEMOKRATIKE SHQIPTARE – Dr Sc. RAGMI MUSTAFA – 1,725 votes or 2 mandates, and

For the National Council of the Ashkali National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “FOR THE WIN” – Erdelj Osman - 575 votes or 7 mandates,
  2. Electoral List ASHKALI, BUT TOGETHER – ILJAZ RAMADANOVIC - 303 votes or 4 mandates, and
  3. Electoral List “ASHKALI FUTURE” - 315 votes or 4 mandates.


For the National Council of the Bosniak National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “SELF-DETERMINATION – Dr Sulejman Ugljanin” – 22,141 votes or 14 mandates,
  2. Electoral List BOSNIAK HERITAGE SOCIETY – ACADEMICIAN MUAMER ZUKORLIC MUFTI – 20,784 votes or 13 mandates,
  3. Electoral List “VAKAT JE – Prof. Dr SAIT KACAPOR” – 12,017 votes or 8 mandates, and
  4. Electoral List “STARI DEDO” - 325 votes or 0 mandates.


For the National Council of the Bulgarian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “TO GIVE PEOPLE THEIR DIGNITY BACK” - STEFAN KOSTOV – 1,303 votes or 2 mandates,
  2. Electoral List “This is us” – Natural Movement – „Това сме ние” – природно движение – Vladimir Zaharijev - Владимир Захарийев – 8,630 votes or 17 mandates.


For the National Council of the Bunjevac National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List BUNJEVCI TOGETHER – 1,355 votes or 13 mandates, and
  2. Electoral List Civic Association “Bunjevac Kolo” Sombor - 632 votes or 6 mandates.


For the National Council of the Vlach National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List VLACHS FOR SERBIA – 13,320 votes or 22 mandates, and
  2. Electoral List Association “Gergina” Negotin – Primarius Dr Sinisa Celojevic - 701 votes or 1 mandate.


For the National Council of the Greek National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “GREEKS TOGETHER - EΛΛHNEΣ MAZI” – Petar Rodifcis-Nadj – 309 votes or 15 mandates.


For the National Council of the Egyptian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “ESNAF” – Kujtim Demir - 946 votes or 6 mandates,
  2. Electoral List “EGYPTIANS FOR PEACE, STABILITY AND PROSPERITY IN SERBIA AGIM AJRA” - 544 votes or 4 mandates, and
  3. Electoral List YOU CHOOSE YOUR OWN FUTURE - 684 votes or 5 mandates.


For the National Council of the Hungarian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “Magyar Összefogás – Hungarian Unity” – 39,166 votes or 30 mandates, and
  2. Electoral List HUNGARIAN MOVEMENT, Zsoldos Ferenc - MAGYAR MOZGALOM, Zsoldos Ferenc – 7,516 votes or 5 mandates.


For the National Council of the German National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “Gerhard” Danube Germans – Together, Antun Beck - 708 votes or 10 mandates,
  2. Electoral List GERMAN LIST – DEUTSCHE LISTE - 278 votes or 3 mandates, and
  3. Electoral List DANUBE GERMAN WOMEN AND MEN, ALL TOGETHER - DONAUSCHWÄBINNEN UND SCHWABEN, ALLE ZUSAMMEN! - 211 votes or 2 mandates.


For the National Council of the Polish National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List WHOLEHEARTEDLY FOR THE POLISH - 153 votes or 15 mandates.


For the National Council of the Roma National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List “ALL-EUROPEAN ROMA MOVEMENT” – 27,645 votes or 32 mandates,
  2. Electoral List ROMA DECISIVELY FOR SERBIA – 1,482 votes or 1 mandate,
  3. Electoral List RESPECT FOR THE ROMA – VLADAN STANOJEVIC – 1,091 votes or 1 mandate,
  4. Electoral List ALLIANCE OF ROMA SOCIETIES OF THE REPUBLIC OF SERBIA “UNITED AND TOGETHER FOR A BETTER TOMORROW FOR THE ROMA” – 817 votes or 0 mandates, and
  5. Electoral List United Party of Roma - Jekutni Partija Romani – 1,535 votes or 1 mandate.


For the National Council of the Ruthenian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List Ruthenians Together / Руснаци вєдно – 1,758 votes or 9 mandates,
  2. Electoral List Being and Staying RUTHENIAN – OLENA PAPUGA – Буц и остац РУСНАК – ОЛЕНА ПАПУҐА - 579 votes or 3 mandates,
  3. Electoral List “For Ruthenians – Zeljko Kovac” - „За Руснацох – Желько Ковач“ - 573 votes or 3 mandates,

For the National Council of the Slovak National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List SLOVAKS FOREWARD! - PAVEL SUROVÝ SLOVÁCI VPRED! – PAVEL SUROVÝ – 2,608 votes or 8 mandates,
  2. Electoral List SLOVAK HERITAGE SOCIETY IN SERBIA – LIBUSKA LAKATOS, MATICA SLOVENSKÁ V SRBSKU - LIBUŠKA LAKATOŠOVÁ – 4,480 votes or 14 mandates,
  3. Electoral List Hey, Slovaks! - Michal Baláž, Hej, Slováci! – Michal Baláž – 1,513 votes or 4 mandates, and
  4. Electoral List League of Slovaks of Vojvodina Liga Slovákov Vojvodiny – 1,089 votes or 3 mandates.


For the National Council of the Slovenian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List Slovenians Together – Slovenci skupaj - 602 votes or 15 mandates.


For the National Council of the Ukrainian National Minority the electoral lists won the following number of votes i.e. mandates:

  1. Electoral List KOLOMEYKA – Nikola Ljahovic - 213 votes or 3 mandates,
  2. Electoral List “Your People, Your Voice – Together for Ukrainians – Miroslav Hocak” - 280 votes or 4 mandates,
  3. Electoral List GROUP OF VOTERS “SENJUK” – IVAN KUZMA - 358 votes or 5 mandates,
  4. Electoral List “SLAVKO BARANOVSKI” – “GOOD WILL” - 133 votes or 2 mandates, and
  5. Electoral List KALINA – PETAR ZAKAMAROK - 93 votes or 1 mandate.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic thanked the members of the Commission, Support Service, foreign and domestic observers and the representatives of the electoral lists who supervised the electoral process for their participation and work on the conduct of the direct elections for national minority council members held on 4 November 2018.

97th Session of the Republic Electoral Commission

At the 97th session, held on 8 November 2018, the Republic Electoral Commission ruled on the complaints of irregularities noted in the conduct of the direct elections for members of the Ashkali and Albanian national minority councils.

The Commission rejected as untimely two complaints, one lodged by the group of voters “FOR THE WIN” – Erdelj Osman of an irregularity in the conduct of the elections for members of the National Council of the Ashkali National Minority and one lodged by the representative of the Alternative Political Party of an irregularity in the conduct of the elections for members of the National Council of the Albanian National Minority.

The Commission went on to adopted decrees on the repeat vote at the polling stations where the elections for members of the National Council of the Czech National Minority and the National Council of the Romanian National Minority were annulled. According to the decrees for the members of the National Council of the Czech National Minority the vote is to be repeated at polling station 1 in Bela Crkva, and for the members of the National Council of the Romanian National Minority at polling station 11 in the city of Vrsac. The repeat vote will be held on Wednesday, 14 November 2018.

The Commission members then adopted the Decision on the shape, appearance, colour and content of the ballot and the control card for the repeat vote in the direct elections for members of the Czech and Romanian national minority councils on 14 November 2018, according to which the ballots are to be bilingual, printed in Serbian using the Cyrillic script and in the language of the minority in question. The ballots will be printed on light grey paper with red margins for the Czech national minority and dark grey margins for the Romanian national minority, while the control card to test the integrity of the ballot box will be ice grey.

The Republic Electoral Commission also adopted the Decree establishing the number of ballots for the repeat vote in the direct elections for members of the Czech and Romanian national minority councils on 14 November 2018, according to which a total of 1,199 ballots are to be printed - 774 for the Czech national minority and 425 for the Romanian national minority.

The Commission members went on to adopt the Decision on compensation of costs for the conduct of the repeat vote in the direct elections for members of the Czech and Romanian national minority councils on 14 November 2018, according to which the members and coordinators of the Commission working bodies for the municipality of Bela Crkva and the city of Vrsac will receive a one-time payment of 3,000.00 RSD.

96th Session of the Republic Electoral Commission

At the 96th session, held on 7 November 2018, the Republic Electoral Commission formulated the Republic Electoral Commission 2019 Financial Plan.

The Commission also adopted the reports on the use and disposal of the National Assembly’s operative funds, the part relating to expenses planned and realised for the funding of the Republic Electoral Commission’s regular activities and electoral activities in the period January – June and January – September 2018.

95th Session of the Republic Electoral Commission

At the 95th session, held on 7 November 2018, the Republic Electoral Commission ruled on the complaints of irregularities noted in the conduct of the direct elections for national minority council members.

The Commission adopted decrees to overrule the complaint lodged by the representative of Association Roma Centre for Strategy, Development and Democracy of an irregularity in the conduct of the elections for members of the National Council of the Roma National Minority and lodged by Seid Saqipi an irregularity in the conduct of the elections for members of the National Council of the Albanian National Minority.

The Commission adopted decrees to sustain the complaint lodged by voter Milan Furst of an irregularity in the conduct of the elections for members of the National Council of the Czech National Minority at polling station 1 in the municipality of Bela Crkva and the complaint lodged by voter Mirca Lelea of an irregularity in the conduct of the elections for members of the National Council of the Romanian National Minority at polling station 11 in the city of Vrsac. The elections for national minority council members at these polling stations were invalidated, the polling boards which conducted them disbanded and the repeat vote will be held on 14 November 2018.

The Republic Electoral Commission went on to rule the logistic and computing errors in the polling boards’ minutes on the work done to conduct the vote and ascertain the voting results of the elections for national minority council members.

The Commission decided that the results of the elections for members of the National Council of the Slovak National Minority at polling station 5 in Kovacica, South Banat District, be ascertained based on records, while for the National Council of the Ruthenian National Minority at polling station 4 in Zabalj, South Backa District, and for the National Council of the Roma National Minority at polling station 2 in Pozarevac, Branicevo District, the bags be opened and electoral material inspected to ascertain the facts.
Following a break the Commission verified the records of the elections for members of the National Council of the Slovak National Minority at polling station 5 in Kovacica and of the elections for members of the National Council of the Ruthenian National Minority at polling station 4 in Zabalj, while the records of the elections for members of the National Council of the Roma National Minority at polling station 2 in Pozarevac were annulled.

94th Session of the Republic Electoral Commission

At the 94th session, held on 2 November 2018, the Republic Electoral Commission adopted the Decision establishing the final number of voters in the direct elections for national minority council members called for 4 November 2018.

The final number of voters for all the national minorities, all the local self-government units and at all the polling stations on 1 November 2018 was 467,545, viz. 36,456 voters for the Albanian, 2,708 for the Ashkali, 106,326 for the Bosniak, 18,201 for the Bulgarian, 7,849 for the Bunjevac, 26,584 for the Vlach, 2,458 for the Greek, 3,893 for the Egyptian, 129,471 for the Hungarian, 2,562 for the German, 345 for the Polish, 66,570 for the Roma, 20,391 for the Romanian, 7,934 for the Ruthenian, 29,509 for the Slovak, 2,128 for the Slovenian, 2,677 for the Ukrainian and 1,483 voters for the Czech national minority.

The members of the Republic Electoral Commission went on to adopt the Decree amending the Decree establishing the number of ballots for the voting in the direct elections for national minority council members called for 4 November 2018, making it, with the legally required number of spares, 468,544 ballots.

The Republic Electoral Commission then adopted the Decree establishing the number of ballots for the elections for national minority council members called for 4 November 2018 via an assembly of electors, a total of 379 ballots - 79 for the Macedonian, 103 for the Russian, 82 for the Croatian and 115 for the Montenegrin national minority.

The members of the Republic Electoral Commission also adopted the Decree amending the Decree on the establishment of polling stations for the direct elections of national minority council members called for 4 November 2018.

Branko Marinkovic, Deputy Secretary of the Republic Electoral Commission, informed the members of the Republic Electoral Commission that CeSID and Serbia-Russia Friendship Society “Vladimir Putin” had submitted applications to observe the assemblies of electors, while the Association Hungarian Culture and Art Society “Petefi Sandor” had applied to monitor the bodies conducting the elections.

93rd Session of the Republic Electoral Commission

At the 93rd session, held on 29 October 2018, the Republic Electoral Commission adopted a number of decrees amending and modifying the decrees on the establishment of polling boards for the conduct of the direct elections for national minority council members called for 4 November 2018, as well as the Decision amending the Decision on the establishment of the Republic Electoral Commission Working Body for the municipality of Bujanovac and the Decision amending the Decision on the appointment of a Board for the conduct of the elections of members of the National Council of the Russian National Minority called for 4 November 2018 via an assembly of electors.

The Republic Electoral Commission also authorized Nemanja Popovic, substitute member of the Republic Electoral Commission, to hand over the electoral material to the Working Body for the Macva Administrative District before the voting.

Branko Marinkovic, Deputy Secretary of the Republic Electoral Commission, informed the members of the Republic Electoral Commission that a number of submitters of electoral lists had submitted an application to observe the work of the Republic Electoral Commission and the polling boards. The submitters of seven electoral lists had applied to observe the work of the Republic Electoral Commission, while the submitters of 16 electoral lists had applied to observe the work of the polling boards, proposing a total of 2,212 people.

Marinkovic also said that the Ministry of Foreign Affairs had given a positive opinion to the application to observe the work of the bodies for the conduct of the elections to the embassies of the UK, Croatia, USA, Slovakia, Turkey, Germany, Ukraine, EU Delegation and OSCE Mission to Serbia. Speaking of domestic observers, two associations had submitted the proper applications to observe the work of the bodies for the conduct of the elections.

Vladimir Dimitrijevic, Chairperson of the Republic Electoral Commission, informed the members of the Republic Electoral Commission that the reception/handing over of the electoral material and training of the members of the working bodies for the conduct of the elections begins on Wednesday, 31 October 2018.

92nd Session of the Republic Electoral Commission

At the 92nd session, held on 24 October 2018, the members of the Republic Electoral Commission adopted decrees on the establishment of polling boards for the conduct of the direct elections for national minority council members called for 4 November 2018.

They also adopted the decrees on the collective electoral lists of candidates for the direct election of national minority council members called for 4 November 2018. A total of 58 electoral lists were proclaimed for all 18 national minorities which elect their council members in direct election.

The members of the Republic Electoral Commission also adopted the Decision on the shape and appearance of the ballots for the direct elections for national minority council members for 4 November 2018, according to which the ballots for the election of the members of the national councils of the Bunjevac, Vlach, Greek, German, Polish, Roma, Slovenian and Ukrainian national minority will be printed in Serbian, using the Cyrillic script, while the ballots for the election of the members of the national councils of the Albanian, Ashkali, Bosniak, Bulgarian, Egyptian, Hungarian, Romanian, Ruthenian, Slovak and Czech national minority, will be printed in Serbian, using the Cyrillic script, and the language and script of the national minority. The ballots will be printed on A-4 format paper.

The Republic Electoral Commission went on to adopt the Decision on the establishment of the Republic Electoral Commission working body for the municipalities of Vrnjacka Banja, Raska and Kosovska Mitrovica and the City of Kraljevo, as well as decisions amending the decisions on the appointment of members to the boards for the conduct of the election of council members of the Croatian and Russian national minority called for 4 November 2018 via an assembly of electors.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic informed the members of the Republic Electoral Commission that the printing of the ballots will begin tomorrow, 25 October 2018, starting at 11 am.

91st Session of the Republic Electoral Commission

At the 91st session, held on 22 October 2018, the members of the Republic Electoral Commission adopted two decrees proclaiming the following electoral lists for the direct elections for national minority council members called for 4 November 2018:

Electoral List League of Slovaks of Vojvodina Liga Slovákov Vojvodiny, submitted on 19 October 2018 by the Association League of Slovaks of Vojvodina Liga Slovákov Vojvodiny for the direct elections for members of the National Council of the Slovak National Minority called for 4 November 2018, containing 21 candidates and supported by a total of 318 legally sound voters' endorsements, and
  2. Electoral List Association “Albanian Forum for Economic Development in Serbia” – Muharem Saljihu Shoqata Forumi shqiptar për zhvillim ekonomik në Serbi – Muharem Saljihu, submitted on 19 October 2018 by the “Albanian Forum for Economic Development in Serbia” for the direct elections for members of the National Council of the Albanian National Minority. The submitter of the Electoral List had acted in accordance with the Conclusion of the Republic Electoral Commission and eliminated the deficiency noted on the Electoral List containing six candidates and supported by 352 legally sound voters' endorsements.

The Republic Electoral Commission also passed three decrees rejecting to proclaim the following electoral lists for the direct elections for national minority council members called for 4 November 2018, since the submitters had not acted in accordance with the Republic Electoral Commission conclusions and submitted the missing legally sound voters' endorsements within 48 hours of the receipt of the conclusions, which is a legal deficiency preventing the lists from being proclaimed:

  1. Electoral List ROMA PARTY UNITY, submitted on 19 October 2018 by the Roma Party Unity for the direct elections for members of the National Council of the Roma National Minority. The submitter had failed to submit the missing 143 legally sound voters' endorsements.
  2. Electoral List For the Salvation of Roma, submitted on 19 October 2018 by the group of voters For the Salvation of Roma for the direct elections for members of the National Council of the Roma National Minority. The submitter had failed to submit the missing 200 legally sound voters' endorsements, and
  3. Electoral List “Roma of Serbia – Ninoslav Jovanovic”, submitted on 19 October 2018 by the group of voters “Roma for Serbia” for the direct elections for members of the National Council of the Roma National Minority. The submitter had failed to submit the missing 329 legally sound voters' endorsements

The Republic Electoral Commission went on to adopt the Decree establishing the number of ballots for the voting in the direct elections for national minority council members called for 4 November 2018, viz. 465,085 ballots, which is the total number of registered voters plus 0.5% of the total number of voters worth of spare ballots.
