At the 109th session, held on 20 December 2019, the Republic Electoral Commission adopted the Decision on the organization and conduct of trainings for work in the standing composition of polling boards. The trainings will be conducted in line with the provisions of said Decision in the course of 2020.
The Committee also adopted the Decision on compensation for the members of the Republic Electoral Commission Working Body tasked with conducting the training of instructors for work in the standing composition of polling boards.
The Republic Electoral Commission then proceeded to adopt the Decision on the accessibility of polling stations in the Republic of Serbia.

REC adopts a Conclusion on the measures for the improvement of the electoral process
At the 108th session, held on 2 December 2019, the Republic Electoral Commission adopted a Conclusion on the measures for the improvement of the electoral process. REC Chairperson Vladimir Dimitrijevic said the Conclusion was the result of the series of expert roundtables organized around Serbia. Among other things, the measures for the improvement of the electoral process allow foreign and domestic observers to follow the work of the bodies conducting the electoral process from the moment the handover of the electoral material to the moment the results are ascertained. The Conclusion also calls for the scanning of polling board minutes and establishes the right of the voters to request from the REC information on whether their presenting or not presenting to vote had been noted in the voters’ roll.
The REC also adopted the Decision on the organization and conduct of trainings for around 500 instructors for work in the standing composition of polling boards and the Decision on the appointment of members to the REC Working Body for the trainings.
The objective of the instructor training is to, through theoretical and practical training, improve the knowledge and skills needed to work in a polling board, which will raise the quality of the operation of the bodies conducting the elections.
REC Secretary Srdjan Smiljanic said that the training starts on 9 December and the corresponding plan, programme and handbooks are completed.
The REC adopted the Decision establishing the 2019 annual public procurement plan and decisions concerning the launching of public procurement procedures for the material and technical resources needed to adequately organize the electoral process.

At the 107th session, held on 28 October 2019, the Republic Electoral Commission formulated the Republic Electoral Commission 2020 Financial Plan. The proposed Financial Plan was presented by REC Secretary Srdjan Smiljanic who spoke about the funding of the Republic Electoral Commission’s regular activities and the expenses planned for the regular parliamentary elections - 1,171,300,000 RSD, 37,000,000 of which are earmarked for the staff training of the bodies in charge of conducting the elections so as to realize the measures set to improve the election process.
The Commission also adopted the Report on the use and disposal of the National Assembly’s operative funds, the part relating to expenses planned and realised for the funding of the Republic Electoral Commission’s regular activities and electoral activities in the period January – December 2018 and reports on the use and disposal of the National Assembly’s operative funds, the part relating to expenses planned and realised for the funding of the Republic Electoral Commission’s regular activities and electoral activities in the period January – June and January – September 2019, presented by REC Secretary Srdjan Smiljanic.

At the 106th session, held on 7 October 2019, the Republic Electoral Commission adopted the Decision on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019 held on 1 October 2019, it had noted the termination of the term of office of MP Miroslav Lazanski on the day of his resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Nevenka Kostadinova elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.

At the 105th session, held on 12 February 2019, the Republic Electoral Commission adopted the Decision on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature held on 11 February 2019, it had noted the termination of the term of office of MPs Ivana Stojiljkovic and Ljibuska Lakatos on the day of their resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MPs’ terms of office for the purpose of filling the vacant seats at the National Assembly to the following candidates: Violeta Lutovac and Milan Ljubic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.
The Republic Electoral Commission went on to adopt a Decree on the allocation of a term of office of National Council member for the purpose of filling a vacant seat at the National Council of the Czech National Minority.
The National Council of the Czech National Minority informed the Commission that at its session held on 18 January 2019 it had noted the resignation of National Council member Dragana Radovic tendered on 17 January 2019, terminating her term of office before the expiry of the term she was elected for. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of term of office of National Council member for the purpose of filling the vacant seat at the National Council of the Czech National Minority to Jozef Irovic from the Electoral List “THE CZECH COMMUNITY IN SERBIA”/“ČESKA KOMUNITA V SRBSKU”.

At the 104th session, held on 22 January 2019, the Republic Electoral Commission adopted the Decision on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly.
The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 on 27 November 2018, it had noted the termination of the term of office of MPs Dusan Pavlovic, MA Jasmina Nikolic and Dr Ratko Jankov on the day of their resignation.
Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MPs’ terms of office for the purpose of filling the vacant seats at the National Assembly to the following candidates: Nemanja Radojevic, Vojin Biljic and Andrijana Avramov, elected from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC.
The Republic Electoral Commission went on to adopt decrees on the allocation of terms of office of national council members of the Russian, Bosniak, Ruthenian, Ukrainian and Albanian national minority for the purpose of filling the vacant seats at their respective national councils.
The National Council of the Russian National Minority informed the Commission that at its session held on 17 December 2018 it had noted the resignation of National Council member Dragica Jovic from Sabac, elected from the electoral list headed by IGOR PETROV. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of term of office of National Council member for the purpose of filling the vacant seat at the National Council of the Russian National Minority to Goran Mesanovic from the electoral list headed by IGOR PETROV.
The National Council of the Bosniak National Minority informed the Commission that at its session held on 8 December 2018 it had noted the resignation of National Council members Hazbo Mujovic from Sjenica and Kenan Hot from Tutin, elected from the Electoral List “SELF-DETERMINATION – Dr Sulejman Ugljanin”. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of terms of office of National Council members for the purpose of filling the vacant seats at the National Council of the Bosniak National Minority to Behija Hadzic and Eldin Jejna, elected from the Electoral List “SELF-DETERMINATION – Dr Sulejman Ugljanin”.
The National Council of the Ruthenian National Minority informed the Commission that at its session held on 27 December 2018 it had noted the resignation of National Council member Marina Dzudzar from Ruski Krstur, elected from the Electoral List Ruthenians Together / Руснаци вєдно. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of term of office of National Council member for the purpose of filling the vacant seat at the National Council of the Ruthenian National Minority to Mihajlo Paso, elected from the Electoral List Ruthenians Together / Руснаци вєдно.
The National Council of the Ukrainian National Minority informed the Commission that at its session held on 20 December 2018 it had noted the resignation of National Council member Angela Fajsi from Veternik, elected from the Electoral List “YOUR PEOPLE, YOUR VOICE – TOGETHER FOR UKRAINIANS – MIROSLAV HOCAK”. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of term of office of National Council member for the purpose of filling the vacant seat at the National Council of the Ukrainian National Minority to Ivica Moroz, elected from the Electoral List “YOUR PEOPLE, YOUR VOICE – TOGETHER FOR UKRAINIANS – MIROSLAV HOCAK”.
The National Council of the Albanian National Minority informed the Commission that at its session held on 8 December 2018 it had noted the resignation of National Council members Albiona Ibrahimi Rexhepi from Presevo, elected from the Electoral List “DEMOCRATIC PARTY OF ALBANIANS – Dr sci. RAGMI MUSTAFA PARTIA DEMOKRATIKE SHQIPTARE – Dr Sc. RAGMI MUSTAFA, and Remzije Rexhepi from Presevo, elected from the Electoral List PARTY FOR DEMOCRATIC ACTION – SHAIP KAMBERI PARTIA PËR VEPRIM DEMOKRATIK – SHAIP KAMBERI. Pursuant to Article 41 of the Law on National Councils of National Minorities, the Commission adopted the Decree on the allocation of terms of office of National Council members for the purpose of filling the vacant seats at the National Council of the Albanian National Minority to the following candidates: Amir Latifi, from the Electoral List “DEMOCRATIC PARTY OF ALBANIANS – Dr sci. RAGMI MUSTAFA PARTIA DEMOKRATIKE SHQIPTARE – Dr Sc. RAGMI MUSTAFA, and Memet Dalipi, elected from the Electoral List PARTY FOR DEMOCRATIC ACTION – SHAIP KAMBERI PARTIA PËR VEPRIM DEMOKRATIK – SHAIP KAMBERI.
