53rd Session of the Republic Electoral Commission

At its 53rd session, held on 14 November 2017, the Republic Electoral Commission adopted the Decision on the allocation of a term of office of National Council member for the purpose of filling a vacant seat at the National Council of the Ukrainian National Minority. The term of office of Ukrainian National Minority Council member vacated by the death of Petar Ljahovic was allocated to Igor Scurk from the Electoral List UKRAINIANS TOGETHER – Stefan Semjaniv.

The Commission went on to formulate the Republic Electoral Commission 2018 Financial Plan and adopted the Report on the use and disposal of the National Assembly’s operative funds, the part relating to expenses planned and realised for the funding of the Republic Electoral Commission’s regular activities and electoral activities in the period January – September 2017.

52nd Session of the Republic Electoral Commission

At its 52nd session, held on 12October 2017, the Republic Electoral Commission adopted theDecision on the allocation of MP’s term of office for the purpose of filling vacant seats at the National Assembly.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, on 12 October 2017, it had noted the termination of the term of office of MPs Ivan Karic, Dr Branislav Blazic and Marko Gavrilovic on the day they tendered their resignation.

Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seats at the National Assembly to the following candidates: Mirjana Dragas, elected from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, on the behalf of the Socialist Party of Serbia, as well as Branko Popovic and Boban Birmancevic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Serbian Progressive Party.

51st Session of the Republic Electoral Commission

At its 51st session, held on 21 September 2017, the Republic Electoral Commission adopted the Decision on the allocation of MP’s term of office for the purpose of filling vacant seats at the National Assembly.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Fifth Regular Session of the National Assembly of the Republic of Serbia,11th legislature, on 20 September 2017, it had noted the termination of the term of office of MPs Prof. Dr Milovan Bojic and Aleksandra Djurovic on the day they tendered their resignation.

Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Aleksandar Seselj, elected from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY.

Chairperson Dimitrijevic said that the seat vacated by the termination of the term of office of MP Aleksandra Djurovic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Serbian Progressive Party, should be filled by allocating a term of office to the next candidate on the list, member of the same political party. Since the next candidate on the list, Milan Novakovic, and the one after him, Vladica Dimitrov, had submitted a notarized statement that they do not accept the MP’s term of office, the Republic Electoral Commission decided to allocate the term of office to Ana Carapic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Serbian Progressive Party.

The REC members also adopted the Decree on the allocation of terms of office of National Council members for the purpose of filling the vacant seats at the National Council of the Macedonian National Minority to Bora Vanevski and Ljubica Graovac, candidates from the Electoral List headed by SLAVE GRUEVSKI, as well as Ilo Mihajlovski and Dragoljub Kostovski, candidates from the Electoral List headed by BORCE VELICKOVSKI, to fill the seats left vacant by the termination of the term of office of Slavka Stefanovski, Maja Georgievski, Srdjan Ilijevski and Vesela Djordjevic. The session was chaired by Vladimir Dimitrijevic, Chairperson of the Republic Electoral Commission.

50th Session of the Republic Electoral Commission

At its 50th session, held on 28 August 2017, the Republic Electoral Commission adopted the Decision on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Fourth Regular Session of the National Assembly of the Republic of Serbia,11th legislature, on 25 August 2017, it had noted the termination of the term of office of MP Miroljub Stankovic on the day of his death.

Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Grozdana Banac elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Party of United Pensioners of Serbia.

The REC members also adopted the Decree on the allocation of a term of office of national minority council member to Hana Emerllahu from the Electoral List COALITION OF UNITED ALBANIANS KOALICIONI I SHQIPTARVE TE BASHKUAR for the purpose of filling a seat at the National Council of the Albanian National Minority left vacant by the termination of the term of office of National Council member Agon Ajeti.

The Commission went on to adopt the Report on the use and disposal of National Assembly operating funds in the part relating to expenditure planned and executed for the financing of the regular operation and electoral activities of the Republic Electoral Commission in the period January-June 2017.

49th Session of the Republic Electoral Commission

At its 49th session, held on 19 July 2017, the Republic Electoral Commission adopted decrees on the allocation of terms of office of national council members for the purpose of filling vacant seats and Decision on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly.

The Republic Electoral Commission adopted the Decree on the allocation of a term of office of national minority council member to Radmila Vilma Getman elected from the Electoral List DANUBE GERMANS - DONAUSCHWABINEN for the purpose of filling a seat at the National Council of the German National Minority left vacant by the resignation of Magdalena Bus.

The Republic Electoral Commission also adopted the Decree on the allocation of term of office of National Council member for the purpose of filling vacant seats at the National Council of the Macedonian National Minority to Dragan Cvetanovski and Djoko Ivanovski candidates from the Electoral List headed by SLAVE GRUEVSKI, to fill the seats left vacant by the resignations tendered by Jasmina Velickovska and Stevo Jacimovski. 

In addition, the Republic Electoral Commission adopted the Decree on the allocation of a term of office of National Council member for the purpose of filling a vacant seat at the National Council of the Bunjevac National Minority to Vojislav Orcic candidate from the Electoral List BUNJEVAC PARTY – SRDJAN EVETOVIC, to fill the seat left vacant by the resignation tendered by Srdjan Evetovic. 

The Republic Electoral Commission went on to adopt a Decision on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the Third Regular Session of the National Assembly of the Republic of Serbia,11th legislature, on 19 July 2017, it had noted the termination of the term of office of MP Branko Ruzic due to his tendering a resignation, and MP Jovo Ostojic on the day of his death.

Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MPs’ terms of office for the purpose of filling the vacant seats at the National Assembly to the following candidates: MA Dejan Radenkovic from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, and Ruzica Nikolic from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY.

48th Session of the Republic Electoral Commission

At its 48th session, held on 11 May 2017, the Republic Electoral Commission considered the Report on the presidential election conducted on 2 April 2017 and repeated at eight polling stations on 11 April 2017 and three polling stations on 17 April 2017.

Before moving onto the agenda the Commission members adopted the minutes of session 32, 33, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46 and 47, noting that the minutes of session 34 and 35 were adopted at a previous session due to the needs of the Administrative Court.

Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic said that 11 candidates took part in the presidential election on 2 April 2017, conducted at 8,396 polling stations, 53 of which abroad, with a repeat vote on 11 April at eight polling stations and 17 April at two polling stations in the Republic of Serbia. For the conduct of the vote the Republic Electoral Commission had set up polling boards comprising 50,106 persons in the standing and 142,202 in the expanded composition, and the election was observed by 4 national and 25 international and foreign organizations and associations, or representatives of foreign countries.

Based on the election results, at the session held on 20 April 2017, the Republic Electoral Commission ascertained that Aleksandar Vucic was elected President of the Republic having won the majority of votes, 2,012,788 votes out of 3,654,014 registered voters, thus pursuant to Article 87 on the Election of MPs Aleksandar Vucic shall be issued a certificate that he had been elected President of the Republic.
The Commission members then proceeded to adopt the Report on the conducted presidential election, by majority vote.

47th Session of the Republic Electoral Commission

At the 47th session, held on 23 April 2017, the Republic Electoral Commission rejected as unfounded the complaint lodged by Civic Group “For Serbia without Fear” against the Report on the final results of the presidential election.

The Republic Electoral Commission proceeded to reject as unfounded the complaint lodged by Civic Group “WE MUST DO BETTER” against the Report on the final results of the presidential election.

The Commission members also rejected as unfounded the complaint lodged by Srdjan Nogo from Belgrade against the Report on the final results of the presidential election.

46th Session of the Republic Electoral Commission

At the 46th session, held on 21 April 2017, pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission adopted the Decision on the allocation of an MP’s term of office for the purpose of filling the vacant seat at the National Assembly to candidate Vera Jovanovic from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, having received the abovementioned consent to accept the term of office.

The Republic Electoral Commission went on to adopt, by majority vote, the Decision on compensation for the work done to conduct of the vote in the presidential election on 2 April 2017 on the territory of the Autonomous Province of Kosovo-Metohija.

45th Session of the Republic Electoral Commission

At the 45th session, held on 21 April 2017, the Republic Electoral Commission adopted the Decision on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that the National Assembly had informed the Republic Electoral Commission that, at the First Regular Session of the National Assembly of the Republic of Serbia in 2017 on 19 April 2017, it had noted the termination of the term of office of MP Konstantin Arsenovic on the day of his death. The National Assembly had also noted, at the First Regular Session of the National Assembly of the Republic of Serbia in 2017 on 19 April 2017, the termination of the term of office of MPs Bojan Pajtic, Marko Milenkovic and Marko Blagojevic on the day they resigned.

Pursuant to Article 92 of the Law on Election of MPs, the Republic Electoral Commission proceeded to adopt the Decision on the allocation of MPs’ terms of office for the purpose of filling the vacant seats at the National Assembly to the following candidates: Jelisaveta Veljkovic from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, Dusan Milisavljevic from the Electoral List FOR A JUST SERBIA – DEMOCRATIC PARTY (NOVA, DSHV, ZZS), and Filip Stojanovic from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY.

Chairperson Dimitrijevic said that the MP’s seat vacated by the termination of the term of office of MP Marko Blagojevic elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Serbian Progressive Party, should be filled by the allocation of the term of office to Vera Jovanovic, next candidate on the electoral list who had not been allocated a term of office, from the same political party. Since the candidate had not by the time of the adoption of the decision submitted consent to accept the term of office, the vacant seat will be filled after such document is submitted.

44th Session of the Republic Electoral Commission

At the 44th session, held on 20 April 2017, the Republic Electoral Commission established the Report on the final results of the presidential election.

According to the final results of the presidential election held on 2 April 2017, with repeat votes on 11 April 2017 at eight polling stations and 17 April 2017 at three polling stations, the candidates won the following number of votes:

1. Sasa Jankovic – 597,728 votes or 16.36%
2. Vuk Jeremic – 206,676 votes or 5.66%
3. Miroslav Parovic – 11,540 votes or 0.32%
4. Sasa Radulovic – 51,651 votes or 1.41%
5. Luka Maksimovic – 344,498 votes or 9.43%
6. Aleksandar Vucic – 2,012,788 votes or 55.08%
7. Bosko Obradovic – 83,523 votes or 2.29%
8. Dr Vojislav Seselj –  163,802 votes or 4.48%
9. Dr Aleksandar Popovic – 38,167 votes or 1.04%
10. Milan Stamatovic – 42,193 votes or 1.15%
11. Nenad Canak -  41,070 votes or 1.12%

3,654,014 voters had voted in the election which is 54.34% turnout.

Based on the final sum results, the Republic Electoral Commission ascertained that, in line with Article 18 of the Law on the Election of President of the Republic, Aleksandar Vucic who won the majority of the votes has been elected President of the Republic.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic congratulated the President of the Republic on the behalf of the Republic Electoral Commission and himself, and wished him success.

Chairperson Dimitrijevic also thanked all the members of the Republic Electoral Commission, both standing and expanded composition, for the conduct of the presidential election.

43rd Session of the Republic Electoral Commission

At the 43rd session, held on 13 April 2017, the Republic Electoral Commission adopted the Decree on the establishment of polling boards for the repeat vote in the presidential election on 17 April 2017 and appointment of polling board standing composition president and members and their substitutes.

The Republic Electoral Commission also adopted the Decree on the appointment of polling board expanded composition members and substitute members for the repeat vote in the presidential election on 17 April 2017.

The Republic Electoral Commission proceeded to adopt the Decree on the appointment of representatives of the nominator of candidate Milan Stamatovic for president of the Republic into the expanded composition of the Republic Electoral Commission, appointing Borislav Mitrovic, Bachelor of Laws from Belgrade, member, and Slobodan Popovac, Bachelor of Laws from Belgrade, substitute member, of the REC expanded composition, as representatives of Civic Group “FOR HEALTHY SERBIA - MILAN STAMATOVIC”, nominator of candidate Milan Stamatovic for president of the Republic in the election held on 2 April 2017.

12 April 2017

42nd Session of the Republic Electoral Commission

At the 42nd session, held on 12 April 2017, the Republic Electoral Commission passed the Decree on the repeat vote at the polling stations where the presidential election held on 2 April 2017 had been annulled, viz. polling station 178 in the city of Novi Sad, polling station 62 in the municipality of Trstenik and polling station 75 in the city of Leskovac. The repeat vote will be held on Monday, 17 April 2017, 7 am – 8 pm.

The Republic Electoral Commission went on to adopt the Decision on the shape, appearance, colour and content of the ballot and the control card for the repeat vote in the presidential election on 17 April 2017. The ballot will be printed on white paper in two languages and two formats, while the control card to test the integrity of the ballot box would printed on peach (PANTONE 712 U) coloured paper.

The Republic Electoral Commission adopted the Decree establishing the number of ballots for the repeat vote in the presidential election on 17 April 2017. The Decree establishes that 3,164 ballots will be printed viz.: 3,148 ballots, which is the total number of voters at the polling stations where the repeat vote is to take place as ascertained on 30 March 2017, plus 16 spare ballots which is 0.5% of the total number of voters at said polling stations.

The Republic Electoral Commission also adopted the Decision on compensation of costs for the conduct of the repeat vote in the presidential election on 17 April 2017.

41st Session of the Republic Electoral Commission

At the 41st session, held on 12 April 2017, acting on the ruling of the Administrative Court, the Republic Electoral Commission decreed to accept the complaint lodged by Ana Drincic from Novi Sad and annul the presidential election held on 2 April 2017 at polling station 178 in the city of Novi Sad, dismiss the polling board that conducted the voting and have a repeat vote on 17 April 2017.

The Commission members went on to adopt a Decision to authorize the Secretary of the Republic Electoral Commission Srdjan Smiljanic to convey all complaints of irregularities at polling stations wherein the submitter suspects a crime has been committed to the relevant authorities and inform the Commission members about it.

40th Session of the Republic Electoral Commission

At the 40th session, held on 11 April 2017, the Republic Electoral Commission decreed to reject as untimely the complaint lodged by Civic Group “Enough is Enough”, nominators of a presidential candidate, against irregularities in the conduct of the voting at polling stations 57, 65 and 68 in the municipality of Sjenica and polling station 70 in the city of Novi Pazar.

The Republic Electoral Commission decreed to reject as unfounded the complaint lodged by Vladimir Gvozdenovic from Sabac against irregularities in ascertaining the results of the presidential election held on 2 April 2017.

Acting on the ruling of the Administrative Court, the Commission decreed to reject the complaint lodged by Milos Markovic from Belgrade against irregularities in the conduct of the election and ascertaining the results of the election at polling station 27 in the municipality of Cuprija.

The Commission went on to act on the ruling of the Administrative Court and decree to adopt the complaint lodged by Milos Markovic from Belgrade and annul the Commission’s Decree of 5 April 2017, and consequently annul the presidential election at polling station 75 in the city of Leskovac, dismiss the polling board and have a repeat vote on 17 April 2017.

Commission Chairperson Vladimir Dimitrijevic informed the Commission members that by Administrative Court decision the presidential election is annulled at polling station 62 in the municipality of Trstenik and that the Commission would adopt a decree pursuant to the court decision at the next session. The repeat vote at said polling station will be held on 17 April 2017.

In the repeat ruling on the Administrative Court ruling, the Commission inspected the electoral material from polling station 85 in the city municipality of Zemun in the city of Belgrade and rejected the complaint lodged by Rasa Nedeljkov from Belgrade.

39th Session of the Republic Electoral Commission

At the 39th session, held on 9 April 2017, the Republic Electoral Commission adopted the Decision to inspect the electoral material from polling stations 27 and 85 in the city of Novi Pazar in the Raska Administrative District, and noted its validity.

The members of the Republic Electoral Commission went on to adopt the Decree on the establishment of polling boards for the repeat vote in the presidential election on 11 April 2017 and appointment of polling board standing composition president and members and their substitutes.

The Republic Electoral Commission also adopted the Decree on the appointment of polling board expanded composition members and substitute members for the repeat vote in the presidential election on 11 April 2017.

The Republic Electoral Commission proceeded to adopt the Decision on compensation of costs for the conduct of the repeat vote in the presidential election.

38th Session of the Republic Electoral Commission

At the 38th session, held on 7 April 2017, the Republic Electoral Commission ruled on the requests of the Serbian Movement Dveri, Civic Group “For Serbia without Fear” and Civic Group “Enough is Enough”, nominators of presidential candidates, to inspect the electoral material.

The Commission member unanimously ruled to allow the submitters insight into the electoral material, in line with the deadline ascertained by Law.

The session was chaired by Vladimir Dimitrijevic, Chairperson of the Republic Electoral Commission.

Continuation of the 37th Session of the Republic Electoral Commission

The Republic Electoral Commission continued the 37th session on 7 April 2017 in the afternoon following a break to inspect the electoral material from seven polling stations in the municipality of Vlasotince and endorsed the proposal of the coordinators for the Jablanica Administrative District by ascertaining the election results in the municipality.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic informed the Commission members that the electoral material for the repeat vote in the presidential election on 11 April 2017 had been printed.

The Republic Electoral Commission will announce the final results at the latest 96 hours after the polling stations are closed, viz. on Saturday, 15 April 2017, at 8 pm.

Continuation of the 37th Session of the Republic Electoral Commission

The Republic Electoral Commission continued the 37th session on 7 April 2017 to rule on the manner in which the records of the polling stations from which it was impossible to ascertain the will of the people are to be statistically processed.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic stated that after insight into the electoral material from 70 polling stations, the voters’ will could be ascertained from 56 of the minutes, while from 14 it was not possible. The Commission coordinators had submitted reports for each of said polling stations and the Commission ruled to accept the results of three polling stations, and annul the results of 11.

The Commission verified the results of polling station 7, municipality of Medijana, city of Nis, polling stations 15 and 22, municipality of Bojnik, while the results of polling stations 36, Smederevo, 42, Priboj, 19 and 66 in Aleksinac, 2, 24 and 30, municipality of Medijana, city of Nis, 26, municipality of Palilula, city of Nis, 10 and 22, municipality of Crveni Krst, city of Nis and 79, Vranje were annulled.

At the proposal of both coordinators for the Jablanica Administrative District the Commission decided to open the sacks and inspect the electoral material from seven polling stations in the municipality of Vlasotince viz. 4, 11, 25, 31, 33, 39 and 52.

The Commission Chairperson adjourned the session pending the coordinators’ reports.

37th Session of the Republic Electoral Commission

At the 37th session, held on 6 April 2017, the Republic Electoral Commission ruled on the logistic and computing errors in the polling boards’ minutes on the work done to conduct the vote and ascertain the voting results of the presidential election.

Before tackling the agenda, the Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic announced the provisional results of the presidential election based on the 99% of polling stations i.e. 98.79% of the electorate processed, reminding the members that 76 polling station records remain to be processed which is slightly more than 1% of the electorate. 

According to the percentage of electorate processed, 3,621,353 voters voted in the election which is 54.51% turnout.

The results achieved by the candidates are as follows:

1. Sasa Jankovic – 592,591 votes or 16.36%
2. Vuk Jeremic – 204,884 votes or 5.66%
3. Miroslav Parovic – 11,439 votes or 0.32%
4. Sasa Radulovic – 51,235 votes or 1.41%
5. Luka Maksimovic –341,268 votes or 9.42%
6. Aleksandar Vucic – 1,994,210 votes or 55.07%
7. Bosko Obradovic – 82,790 votes or 2.29%
8. Dr Vojislav Seselj – 162,480 votes or 4.49%
9. Dr Aleksandar Popovic – 37,783 votes or 1.04%
10. Milan Stamatovic – 41,981 votes or 1.16%
11. Nenad Canak -  40,824 votes or 1.13%

The Republic Electoral Commission decided to open the sacs from 70 of 76 polling stations for direct insight into the electoral material, based on which the coordinators are to submit a report on the findings to the Commission and the Commission will decide on the statistical processing of each polling station. The Commission Chairperson adjourned the session pending the reports.

36th Session of the Republic Electoral Commission

At the 36th session, held on 5 April 2017, the Republic Electoral Commission passed the Decree on the repeat vote at the polling stations where the presidential election was annulled:

1. polling station 77. LOCAL COMMUNITY MIRIJEVO, SKOLSKI TRG 2, on the territory of the city municipality of Zvezdara, Belgrade,
2. polling station 11. HOUSE OF CULTURE, KLEK,  SAVE KOVACEVICA 32, on the territory of the city of Zrenjanin,
3. polling station 48. ELEMENTARY SCHOOL BRANKO RADICEVIC, ULJMA, TRG OSLOBODJENJA 3, on the territory of the city of Vrsac,
4. polling station 11. PENSIONERS’ CLUB, GLOGONJ, BEOGRADSKA 13, on the territory of the city of Pancevo,
5. polling station 11. ELEMENTARY SCHOOL ST. SAVA, BACKA PALANKA, TRG BRATSTVA I JEDINSTVA 22, on the territory of the municipality of Backa Palanka,
6. polling station 5. BUILDING OF THE FIRST LOCAL COMMUNITY OF VRBAS, SVETOZARA MARKOVICA 29, on the territory of the municipality of Vrbas,
7. polling station 18. ELEMENTARY SCHOOL, JELENAC, on the territory of the municipality of Topola,
8. polling station 10. BASIC COURT, KRALJEVO, PLJAKINA 4, on the territory of the city of Kraljevo.

The repeat vote will take place on 11 April 2017, 7 am – 8 pm. The vote will be taken on the Candidate List established for the presidential election held on 2 April 2017.

The Republic Electoral Commission went on to adopt the Decision on the shape, appearance, colour and content of the ballot and the control card for the repeat vote in the presidential election on 11 April 2017. The ballot will be printed on ice grey (PANTONE 5315 U), while the control card to test the integrity of the ballot box would printed on turquoise (PANTONE 317 U) coloured paper.

The members of the Republic Electoral Commission adopted the Decree establishing the number of ballots for the repeat vote in the presidential election on 11 April 2017. The Decree establishes that 9,900 ballots will be printed viz.: 9,851 ballots, which is the total number of voters at the polling stations where the repeat vote is to take place as ascertained on 30 March 2017, plus 49 spare ballots which is 0.5 % of the total number of voters at said polling stations.

35th Session of the Republic Electoral Commission

At the 35th session, held on 5 April 2017, the Republic Electoral Commission ruled on the complaints lodged with the Republic Electoral Commission against irregularities in the conduct of the presidential election. Out of the 44 complaints reviewed, six were accepted and the presidential election was annulled at said polling stations, the polling boards were dismissed and new appointed. The vote will be repeated at these polling stations on 11 April 2017. 37 of the complaints were rejected as unfounded, and one as untimely.

The Chairperson of the Republic Electoral Commission who chaired the session Vladimir Dimitrijevic finally noted that the discussion on the complaints is over.

34th Session of the Republic Electoral Commission

At the 34th session, held on 4 April 2017, the Republic Electoral Commission ruled on five complaints lodged against irregularities in the conduct of the presidential election and ascertaining of results.

The complaints of Milos Markovic from Belgrade of irregularities in the conduct of the presidential election and ascertaining of results at polling station 16 in the municipality of Knic and polling station 27 in the municipality of Cuprija were rejected.

The complaint of Milos Markovic from Belgrade of irregularities in the conduct of the presidential election and ascertaining of results at polling station 29 in the city of Jagodina was rejected as untimely.

The complaints of Milos Markovic from Belgrade of irregularities in the conduct of the presidential election and ascertaining of results at polling station 11 in the municipality of Backa Palanka and polling station 11 in the city of Zrenjanin were accepted and the presidential election at said polling station was annulled, polling boards dismissed and new appointed. The vote will be repeated at these polling stations on 11 April 2017.

The Republic Electoral Commission postponed the ruling on the complaint of Rasa Nedeljkov from Belgrade of irregularities in the conduct of the presidential election and ascertaining of results at polling station 10 in the city of Kraljevo.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic said that the Commission has so far received 45 complaints, the deadline for which had expired on 3 April at 8 pm.

Dimitrijevic announced the preliminary results of the presidential election based on the 96.7% of polling stations i.e. 96.6% of the electorate processed. 277 polling stations i.e. 3.30% of the electorate remains to be processed.

According to the percentage of electorate processed, the election turnout was 54.55% and the results achieved by the candidates are as follows:

1. Sasa Jankovic – 576,600 votes or 16.36%
2. Vuk Jeremic – 199,271 votes or 5.65%
3. Miroslav Parovic – 11,173 votes or 0.32%
4. Sasa Radulovic – 49,886 votes or 1.42%
5. Luka Maksimovic –332,231 votes or 9.43%
6. Aleksandar Vucic – 1,938,854 votes or 55.02%
7. Bosko Obradovic – 80,784 votes or 2.29%
8. Dr Vojislav Seselj – 158,904 votes or 4.51%
9. Dr Aleksandar Popovic – 36,881 votes or 1.05%
10. Milan Stamatovic – 41,462 votes or 1.18%
11. Nenad Canak - 39,670 votes or 1.13%

The Director of the Republic Statistical Office Dr Miladin Kovacevic said that according to statistic assessment the rulings of the Republic Electoral Commission on the complaints would not make any major statistical changes in the percentages of votes won in the presidential election.

33rd Session of the Republic Electoral Commission

At the 33rd session, held on 31 March 2017, the Republic Electoral Commission did not accept the complaint lodged by Miroslava Milenovic from Belgrade against irregularities in the establishment procedure of the Republic Electoral Commission working bodies for the administrative districts on the territory of the Autonomous Province of Kosovo-Metohija. 

The members of the Republic Electoral Commission went on to review the complaints of Miroslava Milenovic from Belgrade against the decisions amending the decisions on the establishment of the Republic Electoral Commission working bodies in the municipality of Indjija and in the municipality of Rekovac. The Commission adopted neither complaint.

The Commission members also adopted a Decree amending the Additional Decree designating the polling stations for the presidential election called for 2 April 2017.

The members of the Republic Electoral Commission proceeded to adopt the Decision on the establishment and announcement of the total number of voters in the Republic of Serbia. The total number of voters in the Republic of Serbia, in all the local self-government units and all polling stations, on 30 March 2017 amounts to 6,724,949.

The Republic Electoral Commission also adopted the Decision amending the Decision on the establishment of the Republic Electoral Commission Working Body in the city municipality of Lazarevac in the city of Belgrade.

32nd Session of the Republic Electoral Commission

At the 32nd session, held on 28 March 2017, the members of the Republic Electoral Commission adopted the Decree on the appointment of members and substitute members of the polling board expanded composition for the for the conduct of the presidential election called for 2 April 2017.

The Republic Electoral Commission also adopted decisions on the establishment of the Republic Electoral Commission working bodies for the conduct of the presidential election called for 2 April 2017 on the territory of the Autonomous Province of Kosovo-Metohija and appointment of polling board members for the Kosovo Administrative District, Kosovska Mitrovica Administrative District, Pec Administrative District, Prizren Administrative District and the Kosovo-Pomoravlje Administrative District.

The members of the Republic Electoral Commission also adopted the Decree on the establishment of polling boards for the conduct of the presidential election called for 2 April 2017 on the territory of the Autonomous Province of Kosovo-Metohija, as well as decisions amending the decisions on the establishment of the Republic Electoral Commission working bodies in the municipality of Indjija, city municipality of Mladenovac in the city of Belgrade and in the municipality of Rekovac.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic then informed the members that the Woking Group for observers had authorized the following seven foreign observers to monitor the work of the bodies conducting the election: EU Delegation in Serbia, Interparliamentary Assembly of the Commonwealth of Independent States, French Embassy in Belgrade, Embassy of the Netherlands in Belgrade, Romanian Embassy in Belgrade, Swedish Embassy in Belgrade and the Austrian Embassy in Belgrade, while the applications submitted by the State Election Commission of Macedonia and the additional applications by the association Citizens on Watch, CRTA, CeSID and YUCOM are still under review.

Chairperson Dimitrijevic said that the Republic Electoral Commission coordinators have successfully trained the 161 working bodies, boasting more than 1000 people, and asked the coordinators to submit reports on it to the Republic Electoral Commission.

Chairperson Dimitrijevic also reminded the attending that the electoral material would be taken over from the Official Gazette Public Enterprise printing house and distributed to the working bodies in the administrative districts starting tomorrow, 29 March 2017.

31st Session of the Republic Electoral Commission

The Republic Electoral Commission held its 31st session on 24 March 2017.

The members of the Republic Electoral Commission first paid respects to the victims of the 1999 NATO bombing by a minute of silence.

The Chairperson of the Republic Electoral Commission Vladimir Dimitrijevic convened the session pursuant to the request submitted by nine members and substitute members of the Republic Electoral Commission who proposed to review the Decision Proposal to amend Article 1, paragraph 2 of the Instructions for the conduct of the presidential election called for 2 April 2017; Decision Proposal to amend Article 90 of the Instructions for the conduct of the presidential election called for 2 April 2017 and the Decision Proposal to amend Article 91 of the Instructions for the conduct of the presidential election called for 2 April 2017.

Since eight of the 28 members of the Republic Electoral Commission voted in favour of the proposed agenda, Chairperson Vladimir Dimitrijevic noted that the agenda was not accepted and concluded the 31st session.
